Is it normal to only have 1 full recipe as a lvl 10 outfitter?

I've trained everything I can at the outfitter trainer. I have a ton of primary and secondary parts recipes, but the only FULL recipe i have is for a jute bag. I've been doing work orders to get to lvl 10. I think this is odd that I don't have ANY armor recipes. Do you just not get those until after lvl 10, or am I missing something?

The Items called like Shoulder Segment, or head segment or actually armor peices, make those, that should make ya some armor
ah ok, thanks. i noticed some of those required 3 or 4 different types of materials, and i just have jute so far, so most of those are out.
You are going to need some mangled hide as well m8 which you can harvest through skinning or try and buy some of other players. I'm not 100% sure but I don't think NPC merchants sell it. You need it for the secondary components, I take it you are making cloth armor from collecting Jute.
yeah i got tons of mangled hide. choose skinning and reaping for harvesting. i'll go try making some armor pieces later.
The crafting system can be convoluted, and costly to experiment with through trial and error. Here is a good resource:
