Try Guild wars. Ive heard some people like fury, but Im unsure if its free 2 play or not. Also, check the LFGame boards, there is a lot of posts that may help you
far as I know there isnt a Free MMO that loses all items on death like EvE.
Now, if you can make 100mil a month in eve you can play it for free. UO on siege perilous has a very similar rule set to eve, however... over time UO devs have tried to ease the pain of death penalty significantly with blessed items and such.
Most MMO's are also EXTREMELY grind oriented... which is a rather big shock coming from EvE.
He he, there's Hellgate: London where you can duel in Hardcore mode... You die, you loose your character - permanently. Hardcore enough for you? (it's not free tho )
Savage: Battle for Newerth (my favourite, rts+fps+hack and slash)
the other games i can think of have already been mentioned, But I strongly suggest googling Savage, its one of the best games i have played. takes some time to get used to but its well worth it.

I highly reccomend shadowbane, It's a brilliant f2p pvp game with player looting and great depth.
Runescape has everything that you're looking for.
