Generally with an OB all you have to do is create an account/sighn up and then DL the client. With a closed beta you usually have to give out an email and sometimes creat an account and then hope you get an invite. They usually send the invite to your email with links on where to/how to download and install the game. This is all usually done on the games main website. A few exceptions is like when MMORPG runs special beta keys. Or a few games, namely Warhammer online (this bugs the crap out of me) has you sighn up then you may or may not get an email invite. Instead you get to go to there website every day check your status.
For me, I always visit some good site like this one, and got some news about new game upcoming or releasing, once I find what I'm interested in, I will pay more attention to it, like visit often the official site or register and post on official forum, and so on.
OB you should be able to register and start playing. CB you have to be chosen, which they take into account your computer specs, whethere you've done a CB, OB, or alpha, and your playstyle, etc....
My suggestion is to apply to as many CBs as you can, and start playing OBs to sort make a MMO resume.
