Open PvP, what does it really mean?

I saw some post below saying that AoC has open PvP everywhere except cities on PvP servers which I think is great. However what you may not realise is that you can have open PvP but still put heavy restrictions on it.

For example, look at Lineage 2. In that game you can attack anyone everywhere however if you kill someone unprovoced the penalties are severe. So where as the PvP is free everywhere in theory, for practical purposes it really isnt.

So the big question is, for me anyway, will there be severe penalties for killing someone outside of  guild wars. For example someone who is kill stealing or just being plain obnoxious?
