A free one? Not many choices at all. Almost all free MMOs with decent graphics are pure grinds. I guess I would suggest Perfect World. If you don't mind older graphics, Anarchy Online is free and is actually pretty deep.
Zu Online is has quests , they arent anything beyond the standard ones. Its possible to go from 1 to 100 in about 10 hours of solid playing. It has afk leveling , and events daily that feed you xp, money and stuff.
Perfect world has a quests , great graphics too. I m 45 currently a priest , I havent run out of quest yet.
Sword of the New World is criminally underrepresented in these sorts of topics. It is a very enjoyable game that lets you create and control a squad of three characters, with wonderful graphics and one hell of a soundtrack. Easily the best free MMO I've ever seen.

I know, i completely forgot about that game, it really has to be the best MMO i have played hands down. Graphics and game play are both amazing, love that songs. Thanks for reminding me of the game. Sucks that you have to pay $ to got higher that level 20 from what ive last heard. But it still is F2P.
I play both Mythos and Dungeon Runners and like them both for what they are, online hack-n-slashers. Between the two, I definitely prefer Dungeon Runners, but I like Mythos "ok".
FYI, Mythos is truly "Diablo 3". It's made by the people that made Diablo, has some of the same mobs, has the same isometric view, has similar skill trees, etc...
Dungeon Runners "borrows" some of the best features from other games like Diablo, but also has some great features of it's own.
I'd recommend you try them both. They're both free for now, but Mythos is in beta. Once it goes live, it'll still be f2p, but with a slightly different revenue model. If you'd like a key, please send me an email to my mmorpg.com account and I'll send you a key.

Perfect World is truly an epic f2p game with tons of quests, a seamless world, and OK graphics. It also won't bog down your system.
Also as mentioned above Granado Espada is also pretty great. The Sword of the New World version is now f2p all the way until level 100, while the Granado Espada version is f2p passed that since they don't force you to buy veteran scrolls.

Dang, dont know many games with strong quest. I know Knight Online has quite a few.
