HOWEVER, if you would like to increase the number of characters you can create or level past 100 you have to pay (this is supposedly going to change when new levels become available).
After 100 you can promote you character to Veteran. The Vet Scroll to do so costs $25 for 3 currently and is not tradable. K2-Neume said when they release the next level of scroll (Expert) the Vet Scroll will be tradable so you won't nessecarily have to pay cash for that.
Also, they are increasing the number of Quarter Slots you can have to 15. But to get additional ones beyond that you have to pay $.50 per slot. The item to increase your Quarter Slot is also being made available so you may not need to purchase that either.
The price for the Expert Scroll is unknown right now, but other than that you don't really need to buy anything on the Cash Shop. There are some crafting materials, but most of those either are tradable or will become tradable and can be found in game for in-game currency.

Or you can play Granado Espada and get 36 barracks slots without paying, and the first 9 are free. And you can quest for vet scrolls instead of spending hundreds bringing your character to level 120.
Also, SNW has 36 slots and the first 9 are also free currently. I am not too sure what you are trying to say.

K2 originally thought they would have to have pay (real money) to increase the quarter slots past 15, but then they discovered that it would be 35 before having to pay. And you still start off with 15.
And the vet scrolls are apparently now tradeable. So you can possibly buy them in game from another player. (The Expert scrolls probably won't be though, at least until ).
I actually think it costs $20 to get 3 of them from the cash shop. They changed prices a bit. It would kind of be expensive to have 45 vet characters, but most people aren't that compulsive, I think.
I think they make their real money off of the UPCs (basically unique characters). Some of them can only be acquired through the use of cash shop items. And from costumes. They sell boxes of constumes.
