What game is the best free mmorpg?

So far I'm liking Perfect World. It has a zillion quest to keep you busy. I'm about lvl 20 right now and have not had to grind for anything yet.
Unfortunately the game suffers from Engrish. but at least you can understand it all well, and it has a good tutorial system that introduces things at a timely manner. It is one of the better Asian MMOs.
Sword of the new World has cleaned up their act a bit and added more quest. They got rid of their AFK grinding, which in turn got rid of a lot of botters and jerks. this is a different MMO where you control 3 people at once and fight hordes of enemies like Dynasty Warrior, but with MMO controls and 3 people.
