Does LotRO have any storyline like Guild Wars and do lots of people play it and if so what servers are most populated?

Absolutely, there is an overarching EPIC questline that goes on for over 100 quests (broken to 12 books so far), that wrap up a nice story.
Also, there are many, many, and i really mean *MANY* times more side quests and quest chains than in GW
Server population: no idea, but afa I know every single server has really healthy pops. In Europe I play on Snowbourn, and it's absolutely busy in every aspect on all levels.

The storyline question has already been answered well - there's an excellent epic 12 series questline through the game to take you to most every part of the world, and with all the side quests, you'll be occupied quest-wise for quite a long time.
As to server populations, I can only speak to the North American servers. I play on Elendilmir, and I find it has an excellent population around the clock, but most populated between 3 and 9 Pacific time. Brandywine is the most heavily populated, and Landroval comes out in the top as well. I can't speak to the other servers in NA.

I echo the above, and would point out that the server I play on, Landroval, is very well populated.
