Is there anyway for me to determine what my chances are of beating an opposing ship? for example, if I click on the ship, will it show what level it is or whether I am stronger?

You will learn to recognize ship names. You won't know the detail, well maybe, but you will get a feel on how good ships they are.
Don't look to much into what level the player is.
I'm so broke. I can't even pay attention.

For NPC, the ship type and NPC Capitan level is shown by clicking on the ship. For Player, the ship type and Player level is shown,
For Open Sea, Click on the NPC ship and hold the mouse over the information for extra information.
Ship size is more important than ship level. Levels can fool a person. A level 22ish ship may be a Small ship where another level 22ish ship may be a Medium sized ship.
You may want to visit the market, select ship deeds, and take a look at each ship type, amount of armor, number of guns, etc just to see how you stack up against it. I keep a notebook with all the ship types stats that I have run across. Besides helping you size up the competition, you can figure out which upgrade you like.
You can also get a pretty good idea from checking out the "target info" when you've got the ship selected. The number of guns is a pretty good measure, and if you hover over the various armor facings it will pop up with ratings there too. So you can quickly see that "this guy outguns me 22 to 12 and has double my armor" and decide to leave him alone. You can generally take AI ships that are stronger than you because you've got consumables for repairs that they often don't. The level of the opponent affects what skills they may be able to use against you, but that is certainly more important for players than AI's. I find I can take any single ship up to a few guns more than me, and two ships if they're both weaker. Three ships can get ugly as that means you've got a lot more guns concentrating on you and you can only fire at one at a time (unless you maneuver cleverly and switch targets a lot).
