What ships can pirates take without triggering pirate hunters and PVP?

I was reading that if the pirates "take" the wrong ship, they trigger the PVP flag and pirate hunters. What ships can they, therefore, take that won't trigger the PVP flag and pirate hunters?

You trigger the 'invalid ship' flag when you steal a ship that is specifically for another class.  If you as a pirate steal a Navy or Freetrader ship then it should automatically warn you (after the latest patch) and leave you fair game for PvP.
