You start in a newbie instance. You won't see many people there. Once you get out of there you will see more players, especially after the low teens when you get to the Breelands proper. None of the starting areas are overly crowded, it's by design.
I don't want to write this, and you don't want to read it. But now it's too late for both of us.
Considering WoW has 10 million spread out on their servers, running into 100 people by level 6 doesn't surprise me. Brandywine is the most populated server, with Landroval, Silverlode, and Elendilmir not too shabby. The rest aren't all that bad, from what I hear, but these are the only four I really know about.

i was on brandywine and only saw that many people but is there a place were like 100's of people meet like ironforge or orgrimmar in WoW?
The preivious poster stated the most populated servers in the game. The town of Bree is the bigged hub so that is where most of the people are going to be. LOTRO doesn't have 10 million subscribers so you're not going to see 100's of people in a particular area no matter what server you are on..
Lotro gives you more to do than just stand around in town.
I've found that the players are nicely spread out over the zones, but again with Bree as the central hub, just because it's centrally located. However, this isn't a high level area, so you're not going to see many level 35+ hanging around for extended stays very often. I frequently pass through Bree as a means to reaching another area, mostly for crafting.
So yeah, you're definitely not going to find hundreds of players hanging around any given area, but that doesn't mean people aren't around, they're just out and about.
