Is this a picture of a guardian?

in Lord of the Rings Online

I cant tell if this is a Champion or a Guardian, i think its a guardian because of the shield.

    No way to tell, champions can use shield after lvl 30 if they equip the shield trait.

    Captains can also wear Heavy Armor after 20, and wield shields. So it's very hard to say what class that is.
