I am interested in a pvp game that is
1. mostly skill based (player skill > gear)
2. easy to get in (i have 1 hour at max to play every day)
and most importantly IS FUN !
Any suggestions ? Daoc comes closest but it doesn't satisfy #2.
I play CS:source right now but want to play a mmorpg with an epic feel.

I'm not sure how DAoC or most of the games you listed hit your 1st criteria. (I mention daoc since you said it didn't really fit number 2).
I'm not sure waiting for WAR is going to matter since it will incorporate much of DAoC. Most changes I've even see mentioned were more like tuning (changes to stealth/cc and such).
The only "skill based" pvp game I ever played was UO in 97-98 or the pvp might have been good a tad longer.. I really don't remember.
SWG was "skill based" but gear mattered and in early UO it really was just knowing the game and your skill selection.
So I don't think you really are going to find a "skill based" unless by "skill" you mean your ability to play.
DAoC certainly is a different game for a really good group (that works well together) or a solo player that is better at their class. So if you mean skill in that manner almost any pvp game would fit. I just always think of skill systems when I see "skill based" so if I mis understood I apologize.
Time is going to be your major issue imho. It doesn't mean you can't play or compete it just means it will take you a bit longer to be on even ground..
If you are interested in WAR and just meant "skill" as in good at your class. Then it probably makes the most sense to wait.. Nobody knows a solid launch date for WAR but many do wonder what the fate of DAoC will be (population wise if nothing else) after WAR launches.
It would suck to just have gotten into DAoC at a competitive level to find it time for WAR to launch and the cluster numbers drop...

skill based in MMO's refer to the character haveing access to all the skills in the game and being able to use them. (a slight idiocy of the MMO world since it means something else everywhere else).
as for games that are the most fun. guildwars is a great game that you'll always come back to inbetween MMO's if they become your main genre, the PvP is fast paced balanced and fun. WoW is a ok game that takes the most 'gamelike' elements of MMO's and distills them into something that plays like a game, a very good game till you try to get epics.
Since someone is going to plug EvE in very soon I'll warn you now that this is not a fast game, even if you find a niche that you really want to play in like exploration it'll take you 6 months to get there(but you do get the bonus of not needing to grind skill).
I find it amazing that by 2020 first world countries will be competing to get immigrants.
Guild Wars is probably the closest thing you're going to get to a skill-based MMO with less dependence on gear. Keep in mind that I played Guild Wars before all the damn expansions and I played it in beta. It might have changed now (which I think it did).
1 hour max a day to play?..hmmm. None of the MMO's you named can be played in just 1 hour max a day to have fun or to do anything. You should just play an online FPS. Even at that a FPS, if you are on a good team fighting another good team it can drag out for a long while.

But Eve certainly isn't a game where you just hop in and have fun immediately. It's a slow game and if you can't invest more time than an hour daily or at least some more time at the weekends, you won't see much of it.
I'd go with GuildWars for the fast and easy PvP. But to get to the point where you actually can do nice things will require you to invest countless hours in Missions to get the skills from the Boss monsters. The instant-Pvp-characters are not too useful (but can be quite fun).
Planetside is probably your best bet. With only 1 hour a day, most of those others aren't going to fit your play time. I mean, you don't need a game where you have to level up. EVE Online wouldn't be too bad since you can train skills while offline, but it does take a lot of time to make money.
give ZU a try, its free, an interseting art style, and is open pvp from lvl 30 upwards, and you can get to lvl 30 in a matter of hours, i have alot of fun running about enemy faction areas killing un suspecting people hours a day! brill

now theuy are offering only PVP pack for sale
u can get all skills, armors,weapons etc unloacked for pvp game no need to but PVE game

No MMO except for maybe Runescape fits all of your criteria for a game. The only suggestion I can make based on your list is the myriad of FPS games out there as they fit what you're looking for exactly. Other than that as others have stated your only option would be GW but even that doesn't come close to what you are looking for.
