Ok, so its been said they will open the cash shop up during open beta, and so they will not wipe characters
Which means for the current servers only players who played open beta and got the seal breaker titles or have lvled up chars will have or get the titles for these servers at launch.
The seal breaker titles are the most powerful titles in the game and most are so godly nothing else compares to them.
Unless new servers are added at launch players not in open beta have to chance of getting them

Well its open beta, so if you want to try and get the title you are free to go in and get it. Also from my understanding of seals they are only broken by one character so basically not even a handful of players that are playing now will have the seal titles. I dont know how many seals there are but i doubt there are even enough 1/10 of the player population. I no expert on this but from what ive seen so far, whether they wait to full commercial release or not, only a very very small number of people would get the titles.

The problem is there are so few and they are so very powerful
but just being handed them because your a beta tester is just wrong
Considering the game is in Open Beta where anyone can join the game. In essence the game is in retail state right now as the Korean version of the game has been in a Open Beta state for over 4 years now.
And the stat bonuses from the Seals do not make you godlike in any way what so ever. While yes it is nice to get a +10 buff to certain stats or a +20 buff to certain stats, it however does not make you god like.
And you make it sound like these are easly picked up. While there was 2 or 3 of them that where easy to get for the newbie areas. The ones that remain requires weeks of work and leveling. The seal that just dropped for Bang required you to reach atleast level 41 and put all your skill points into archery skills. This effectly makes the characters that managed to break the seal gimpped into archery (the weakest skills in the game). So the small stat gained from the seal isnt going to make that much of a difference to ungimping them other then time and rebirthing and releveling.
Even if the game was to get wipped and go into a retail status it wouldnt make any difference as theres still only a limited number of seals and there will never be enough for even 1/1000th of the population to get. 10-15 seals with a player population of over 70k at this time. (And only 3 severs).
