Kinda torn on how to answer this, because it sounds like you're loooking for active combat...but I've never thought of WoW as active combat to begin with.

Regardless, try DDO.  It's hands down the most active combat system I've seen.  Click your mouse at teh right time, you can raise your shield and block an incoming arrow.  Hit tumble, and backflip out of the way of a swinging axe.  When you hit your mouse button, you swing your sword at whatever's in front of you...not what you "auto targetted".

A few of course... WoW is probably one of the weakest I tried but that's me.

Here's a few on top of my head:

    - Guild War

    - Mabinogi <-- Amazing system and quite the challenge to use, it;s also player skill based.

    - Tabula Rasa <-- it's fun at least

    - Rising Force

    - Fury

    - Cabal

WASD controlling but no Jump.  You can move while attacking and strafing dodges arrows.

Point-n-click movement.  No wasd.  From the looks of a youtube video: the combat is nothing like wow but the same as every other korean grinder.

MMOFPS.  The FPS translates to good controlling.  Good controlling usually makes good combat.
    - Rising Force
I don't know if it has wasd controlling but I watched a youtube video and the mechs stand in one spot and trade blows just like a korean grinder.
    - Fury
Their website doesn't explain the character movement at all but I watched a youtube video.  One player was chasing another and attacking the whole time so it seems to have a good combat system.
    - Cabal
Cabal has wasd character movement but it sucks so hard.  There isn't any strafing and if you move while you are attacking it stops attacking.  That means you can't strafe circles around your opponent all while jumping and spamming all of your skills.

I am picky about the combat and character movement.  These features, in-game, are usually the first features that makes or breaks a game in my opinion.  Eve online, for example, has a great environment and lots of content, but has gameplay that cures insomnia.  AirRivals, a.k.a. Flysis, a.k.a. Space Cowboy, is lacking in content and graphics compared to EVE, but has gameplay that blows eve out of the water.  If they would combine the content from eve and the gameplay for AirRivals, it would be a masterpiece.

Everquest2 has a combat system similar to WoW.

    Hellgate: London has FPS combat.

LotR has a combat system similar to WoW.

I'm not playing any MMORPG right now because I want good combat and good PvP.  Battlegrounds, arenas and world PvP all get too boring on WoW.  I'm tired of X amount of people verse X amount of people.  They need significant incentives to keep casual players killing other players.  I want castle sieging where the castles gives you benefits if you control them.  I want incentives to raid towns and guard them from raids, etc.

Out of all the 3D F2P MMORPG I've played, most have crappy combat.  Some of the games I think have boring combat include:

Eve Online, Cabal, Sword of the New World, Rappelz, RF online, Rose online, Flyff, Tantra, Last Chaos, 9Dragons, Corum online, Silkroad online, Shadowbane, Yulgang, Shaiya, Metin2, DOMO, and Regnum online.  The combat in 2D games is more exciting than these.
