Tome of Knowledge unlocks - there are going to be some quite nifty rewards for killing certain insane numbers of same mobs. The rewards will range from fluff like trophies and titles all the way up to new rare and shiny tactics.
Public quests - you can grind them to your heart's content if you like a bit more "dramatic" grind. Start killing lesser mobs somewhere in open world, then some stronger ones appear and finally go for the big bad boss for da fat loot drop(one of the examples given so far). Rinse and repeat while watching CSI or whatever with your other eye.

It's a "quest" with regards that it is scripted in some way - it's got a beginning and an end. However, these quests are (from the info we got so far) mostly triggered by player action, rather than talking to some NPC.
From what I can gather this quest can be started at any time - just start killing the first wave of mobs who are wandering this area.
I've seen some much more scripted PQs described - like with the drunk giant wandering around and you have to guide and defend him from mobs so he can blow up your enemies fort gates... However I'm sure there'll be plenty of pure "grind" PQs as well - Mythic boasts about 300 different PQs at launch.
its so much more fun to grind mobs than quest. it also feels more rewarding and is much more flexible. as for grinding mobs in this game...i'd rather grind some dwarf skulls into dust hehe
