Um, just because you don't like the concept doesn't mean they wouldn't be popular.
Tom Clancy's series are very well known, as is the Call of Duty series. While I haven't heard anything about a the former, a Call of Duty MMO was discussed but there is no solid evidence yet that it will ever actually happen. Just speculations and ideas being thrown around.
Regardless, they would have a very loyal following, whichever one decided to take the plunge. And Ubisoft just got exclusive rights to -everything- Tom Clancy. Books, movies, games, merchandise. Everything that has to do with Tom Clancy, Ubisoft got exclusive rights to create or distribute. I would love to see Ubisoft try their hand at an MMO, tbh. But I think CoD4 has more of a formula for an MMO.
why would a company invest millions on mmorpgs that won't be popular?
First, your wrong in your "opinion" it won't be popular. Assuming the game was solid, there is no reason a well known IP can't succeed.
Second, they talk about making a MMO because, right now, that term is hot in the market. It's like an MP3 player...everyone wants to have one. I'm shocked other IP's haven't already jumped into it. That said, its no surprise that they want to make one. Big money in the genre after all.
As for who would invest...well....anyone with big money that thinks the IP stands a reasonable enough chance at drawing a high enough initial market within the first year to make profit on its investment. Its really not that hard to do, actually. You need no where near WoW's numbers to accomplish exactly what I said. In fact...with just 50,000 players a company will draw 6 million in the first year. An MMO FPS will not require as much dev costs due simply to the fact that they have less to "balance" and do not have to spend time on 5 billion quests that MUST function right.

Almost all the Tom Clancy SP games are. This is as good as bet as any other to take a franchise into the MMO space.
