I keep trying the actual LotRO forums but it just ain't worken out.
Is it true what I vaguely remember hearing that you can get haircuts in this game? / What of your character 's looks if any can you change post character creation?
And can you swim underwater? I tried but failed maybe I just failed to hit the right buttons.

Yes, barbers in-game let you change your look, and no, can't swim underwater. Pretty sure anyways

A human and an Elf get captured by Skaven. The rat-men are getting ready to shoot the first hostage with Dwarf-made guns when he yells, "Earthquake!" The naturally nervous Skaven run and hide from the imaginary threat. He escapes. The Skaven regroup and bring out the Elf. Being very smart, the Elf has figured out what to do. When the Skaven get ready to shoot, the Elf, in order to scare them, yells, "Fire!"

Why thank ya. Like a minute after character creation I said oh god why did I choose that haircut.
You can't change your body features, but you can change your facial hair, hair, and your detail (scars, etc).
Also, there's no way to go under water, and no plans to add it any time soon.
