I am going to get a new rig but know very little about computers. I live in NZ, so the following prices are in NZD (about 75% value of US). Can you please tell me if this computer will run games on decent settings for the next 2-3 years (obviously will be getting on towards the end of that time). I currently play DDO.

Not a horrible system, You weak points will be your ram amount and your Graphics card, they are both in the ok range. If money is tight i would say stick with the current build, if not i would say probably get the upgraded card.
As for your OS if it truely is only 20 dollars i would take the upgrade to Vista, that way they send you the CD worst thing worst you get it, decide you dislike it reinstall XP and then you have a vista cd to go back to when it levels out.
You would be at mid-high setting for about 80% of all current games, and most likely mid-high for upcoming games for the next 3-5 years.
At the moment this is an average system.. to save a little perhaps you should get the 'free' version of windows - Ofcourse, i don't support piracy.
If you would like to play recent games for the next 2-3 years I believe you will need a better CPU and Video/graphics card - 2GB ram is fine for games at the moment, but that CPU is around 2 years old now, at that graphics card Is a budget one.
I have the 6000+ and it was worth every penny, I would also recommend going for the 9600GT, or an 8800GT 512.

So, if I take the upgrade options on the video card and CPU, (with the thought of upgrading RAM in the future, as needed), will I be sitting nicely?

If you upgrade your CPU and Video card, you should also get about 500-600W PSU, 350w Won't be enough for the 6000+, and a high end 8series/9series.
