The spec doesn't really matter if you've leveled multiple 60s and 70s before. I went Resto with my shaman all the way to 69. I think my /played was around 2-3 days and some hours.
I never bothered to get him to 70 though, and he's been 69 for several months already too.
I just play my druid, and now i know why there are few shamans in WoW!
Depends on what you like to do. Shaman is one of those jack of all trades, master of none classes. You can play a caster, melee DPS or healer and all are viable and bring something to both solo and group play. None will be as good as a true class for that role, however the advantage is you can change from one to the other with a respec and change of clothes.
one of the problems with hybred classes like shamans is that its hard to get good groups to do most instances and stuff to get your gear unless your a healer or tank i know shaman has no tank spec but look at druid or paladin they are hybred classes all are decent but most are either tank or healers with these and raids have any spec i've raided on my shaman as elemental but tons of people bug me about going resto i tell em if i wanted to be a healer i'd get the gear and all but i don't care about healing lol
enhancement for leveling, once ur 70 choose between elem/resto, enhance shamans arnt needed much, theres about one in every guild coz thats all thats needed, nearly every guild in wow is looking for resto shammys though

It depends on how you will be leveling, solo should be damage heavy. If you plan on being in a guild, consider healing.
