fps?

Was just wondering what is considered a good number for fps when running AoC with high settings and no bloom.  I built a computer for war, but wanted to see how it would handle AoC.  Kinda computer illiterate, as in had a dell before this and just basically knew how to turn it off and on.  This is the first time I am using fraps.  Also what is bloom?
