Need help with Disgusting download speeds

Ever since my mom got internet forever ago the download speeds have been horrible. On average 68kb/s

 I have it connected directly to the modem with no router. Can anyone tell me how to fix this? It has taken me 2 hours to download Last Chaos which is about 500mb

    Whats the connection type?  If its Dial Up or DSL, it makes sense to have those speeds.
