Ok there is a trick of sorts to getting captains
See you can trade all crew other then a captain
But before you asign a crew a class its a private. You trade them.
Lv up a private and never assign it a class.
You can then trade them for alot higher lv classed crew. Because the guy your trading with can make the private a captain.
Also helps alot if you got a friend who wants to play. You can trade him a high lv private and he can jump up into a high lv ship.

There is a catch to this method though. The crew increase is greater for a BO per level than a sailor or a national sailor. This means at higher levels you'll have less vets/experts resulting in a smaller spotting range.
Having said that, by the time your BO reaches the top levels he should eb maxed out regardless so this penalty is only temporary and also not a big dissadvantage once you get used to ranging you guns.

bu u can keep it for a aircraft carrier bridge officer
other wise, dont do it.......
and, u cant trade radio men, elite(real $$ bought crew) and yellow names crew
