Hold on Snow Leopard, imma let you finish, but Windows had one of the best operating systems of all time.

If the Powerball lottery was like Lotro, nobody would win for 2 years, and then everyone in Nebraska would win on the same day.
And then Nebraska would get nerfed.-pinkwood lotro fourms

It would make my life much easier if you could post a screenie at what point are you actually in.. My best bet would be to look for a 'Refresh' button or something similiar and make a manual scan of avialable networks first.

If that doesn't help, couple of questions arise: what system are you on? are you actually in range of any wireless network? If so, does that network distribute SSID?

Allright then, if it's xp pro 64 bit, are the drivers you installed 64 bit as well? (dont think the system would even let you install otherwise, but you never know tbh). Again, if you can post a screenshot of your desktop with the appropirate window opened, that would be very helpful. just press prisntcreen button on your keyboard, open paint utility from accessories and ctrl+v there.

And as I understand refreshing does nothing here?

Have a look in Device Manager , under Network Adapter if your card is listed there at all. (right click My Computer, then properties, device manager, or go there from  Control Panel). I have a feeling your card is not properly installed.

If it is, what do you know about the network you are trying to connect to? Does it have any security options installed? If so, one of them might be SSID broadcast disabled, which makes it virtually invisible for others, unless you specify its name manually.

Is the antenna properly attached to your card as well? It may just not pick up anything
