My PC is no monster, but it should be able to run this game somewhat smoothly:
Intel Core2Duo E6750 @ 2.67 GHz
4 GIGs PC6200 DDR2 RAM
n7950GT 512meg
Running clean XP-32 install (zero spyware, scanned nightly by SpyBot, and defragged weekly, w/ it's own gaming hard drive seperate from OS hard drive)
The game runs terribly. Even at "very good" (which, in my opinion, is as low as you can go without the game looking like crap) I'm watching a slideshow half the time.
What gives?

Are you running the NC Launcer in the background? I was getting shitty fram rates for a long time, then it was suggested to shut it down after I loaded the game. I try to remember to do it everytime.

I don't think the engine is very efficient. It runs amazingly poorly for a game that's been out close to a year.

I am running the game on max setting with out a single problem and my comp is slower then yours, and I have all kinds of crap running in the background

Your PC is fine, you might want to check your video settings though.
Very high or high setting should be fine my wife run this game with the same videocard as you have, a BFG 7950GT OC to be exact with 256MB, and 4GB of ram under XP64.
One thing I notice is that the 7xxx series are pretty poor at shadows, compared say to a 8xxx or 9xxx series, you might want to keep your settings but lower the shadow distance a lot and probably disable specular.That should give you a tremendous fps boost.
Shutting down the launcher helped my frame-rates a bit, but it's still not running as well as LoTRO or EQ II, and looks much worse to boot.
Of course my PC is only slightly more powerful than an abacus made of rocks and sticks, so I guess I should be happy it runs at all.

If you have dynamic lighting on - turn that off - that should give you a 15-20 FPS boost.
Lowering resolution increases performance.
