It's Funcom's server and there are no rule stated by Funcom which prevents people from talking in other languages on an English server. No it doesnt, and therein lies the problem. However there are an equal number of Scandanavian, ducth, Italian etc people on the server and they dont feel the need to all talk in their own language.
