DEFRAGMENT YOUR HARD DRIVE. I was having the same problem, it was almost unpalyable. I made a separate partition just for vanguard, and put my pagefile on it as well, runs great now. if your hard drive light is syncronizing the the stuttering then you need to defrag the HD or put the game on a separate clean partition. my probem was it was accessing the disk too much, and disk was fragmented.
