OK something i dont get is why the hell would lvl 3 thunder bomb or whateve lightning cost more then lvl 4 that jus dont make since like wipen befor you poop that makes me madder then a leggless eitheopean  watching a doenut roll down the hill

Well this overused expression explains it all: "supply and demand". The majority of runes/sorcs are in the 40s lvl range and at this point are starting to need higher lvl spells to be able to go solo. Lvls 1 and 2 of the spell can just be bought at merchants but lvl 3 cannot so you see a bunch of sorcs who need lvl 3 spells. The few spellcasters that are are already into lvl 4 generally are finding lvl 3 spell books so they sell them to make a lot of money so they can afford 2 lvl 4 books. Well that's all I can think of now.

hmmm well that makes alot of since now its funny thought thats pretty much the only skill book i seen it done with

btw sometimes you get the occaisonal cheap lvl 3 fire...

Lowest I have seen fire 3 for is 990k. CIB hasn't listed the stats but based on the ranking that you can see in game, almost all humans are sorcs. Also if you have been playing you would see quite a few sorcs. Most new players start a fighter or melee class and when it starts to get slow or they switch to sorc because its a lot faster and also because they want to be able to go solo and get all the drops.
