1st tip. The more you upload the more your going to get back. Drop ur firewall theres no reason to have it up so you dont just sit and leech off of everyone.
2nd tip under Options>Preferences>Bandwidth .. Set Global Upload rate limiting to 0 which is unlimited.
Set Global download rate limiting to 0 which is unlimited.
Under Number of connections on the same tab set Global max number of connections to anything over 2k. Maximum Number of connected peers over 2k as well.
Set number of upload spots per torrent to anything between 10 and 20. and make sure the box is checked next to Use additional upload spots if upload speed <90%.
Hope this helps some for you people getting 60kb/s.

Sorry but the information you give is incorrect, if you set your upload speed to unlimited it will slow your download speed.
Your upload needs to be set to 80% of you maximum upload speed.
Utorrent needs to be tweaked to suit your own connection if you set to many peers again it will slow your download speed.
If you google setting up Utorrent there are heaps of good guides on setting it up

NEVER drop your firewall unless it's for a quick test. The best thing folks can do it to configure non-standard ports. The ISP don't shut of the normal ones for the torrent apps but they do surely throttle them to a trickle. Put in a high number non-standard port, create an exception for the application (or the port) on your PCs firewall and then another in your router (or you can do port forwarding).
Even comcast who throttles the hell out of stuff lets a decent flow in that way. (assuming share ratios aren't being monitored by the rest of the swarm/seeders and you aren't pumping maximum uploads). As pointed out above you can (not always) but can throttle yourself if you set to maximum upload.

Better Advice than the OP's
1: forward your ports (see TR's post) and let your torrent program use these ports through your firewall
2: set upload to 80% of the of your typical max upload speed
3: remove the half open connection limit
4: use the default number of connections in UTorrent (too many or too few slow you down)
5: only have one torrent going at a time, even if the other one is very low speed
6: enable DHT if possible but don't forcibly turn it on if the tracker doesn't support it
7: enable protocol encryption (and force people to send encrypted packets), this will help get around traffic shaping by ISPs
8: check to see if there's firmware upgrades available for your router. (warning, risky, power cuts can result in bricking)
9: try resetting your router as torrents can fill up it's memory with garbage.
I've probably missed something here, but what exactly does this have to do with WAR?
For the Collectors Edition people who were selected for entry into the closed beta it has to do with the fact that the game files are being provided via torrent. This info is helping people to speed up their downloads and have the clients ready when the closed beta servers are back online. To help the process, people who have completed the torrent download should continue to leave their torrents up as much as feasible to act as seeds for other people to finish their downloads so you have some people to play with in the closed beta.

I will add to what others have said, op is talking out of his behind, its idiotic torrent users like that, that bring the whole system to a crawl. It is also one of the reasons why ISP’s started nonsense like packet shaping in the first place
Never ever set max upload = 0, as you require additional headroom for packet info, resends etc, leave 5-10% percent headroom when downloading a single torrent as long as you plan on doing no other internet activities. If you want to surf the web, check your emails or download more than one torrent leave at least 20% free.
Increasing global connections to 2k will do absolutely zip if you are using a windows based os other than one of the server editions, MS caps the number of open connections in their TCP/IP stack.
Set the number of upload slots per torrent to NO more than 5 or 6, doing so ensures that you clear clients requests quickly and in a timely fashion, helping to maintain the overall speed and health of the network. While other clients are awaiting chunks from you, they are unable to upload and share that chunk with others. Too slow an upload from you and some clients and trackers will block your ip permanently as it is harmful to the networks overall health.
