They have now opened up the game to players that had accounts that went inactive too! I'm not sure if it is all former accounts or if it is accounts that went inactive with in a certain amount of time before the game was shutdown! (I.E.) 6 months or something like that. Also it is just access to the game not the forums!
The game is still not open to the public yet to start new accounts but they have said it would be soon! So just be patient guys!

You can download but not play unless you had some type of active account when the game closed.
