How can I best use the new vitality system to my advantage in order to level up as quickly as possible? Should I play for a few hours until my vitality is down to level 2, hold off from playing for a day or two, and then play again when its back o vitality level 4?
Postscript: Anyone know how quickly the vitality bars fill up again? This would be a big help too.

1-you can restore your vitality by doing raidboss/siege/fort battle
so basicly before you do any of these things that restore vitality, go to kamaleko, cool xp and drops.
with time you will find a way to lvl up and you keep your vitality maxed, also need to find how many xp you need to drop 1 lvl of vitality.
in a day you start with kamaleko, then you go do rb/siege and stuff you boost vitality, then you go grind a little till your vit is 3 or 2 then you go sleep, the next day your vit is 4 again, and you do kama/raid/grind
Best way is to constantly raid with level 4 vitality. You get Vitality boost from raids and your vitality doesn't go down. Kameloka will guaranteed lower your vitality from 4 to 3 so do that after you've done your raiding.
AOE Mage parties in Forge of Gods.
On that note, anyone know a good town to look for groups at around level 46? My usual place for looking for parties in Dion only has people around levels 20-30 and the only thing people want to do in Giran is selling stuff.
Try Oren/HV.
Also try using the party matching system, not many people really use it due to wars but you could find people so just make a room and minimize it until someone contacts you. Build up a friends list of peers around your level and see if they want to party if you are on at the same time as them.
i got from 34-38 in about 3 hours of gameplay today, and i have no clue what vitality is. Where do you check what level its at?

Getting vitality of RB's is a myth been doing hero rift RB all night didnt get 1 lvl of vitality, my take on it is, just take it as a bonus that "might" be there, if when i login i have 1 or 2 lvls of vitality nice if not, then ill just continue without it, trying to keep vitality up is a pain in the ass and its not worth the extra xp imo.

Vitality is only a bone thrown in for players who play very little time in a day. A player who plays for only 2-3 hours in a day and then logs off will be able to get lots of benefits from Vitality, but you will still not level faster than the average player who is putting in 6-10 hours a day to level.
Leveling speed is also very class-based. Some classes level extremely faster than others, and they get the same vitality benefits as any other character in the game.
AoE parties aren't as good as they used to be since NCSoft has leashed so many of the mobs in the game where AoE was popular - that includes Forge of Gods.
The most efficient way to level is to zerg youself with buffers and/or rechargers and just kill mobs.
Gear matters too...
Characters who never run out of MP and always have full buffs level faster than those who have to rest and have only basic buffs. They will still outlevel a character farming vitality because in the time that you are waiting for a raid boss or fortress seige to get together (some people speak as if you just say "LFG" and have a party for them) the other person will XPing as a very good rate.
You should be looking for ways to make PvE more enjoyable, not faster/more efficient. That is just IMO.
I grind <4 hours a day and can't keep my vitality up. I'll log on in the evenings after work and it will be level 2. A couple hours later = level 1, and usually less than 1 buff run after that back down to 0.
It is a nice boost and I'm not complaining, but yes it was too good to be true.
