How many times can you rez someone in RvR combat? If it's more then once, what's the point of killing someone over and over again if they don't get a death debuff.
The death penalty is pretty much a joke. It's simply not much of a debuff to worry about if you die and you can visit the healer you spawn right next to in order to clear it.
As far as rezzing goes, with the pace of combat, you'll probably do it when numbers are in your favor, as there would be no point in doing it if you're being overrun.

What if you are fully specced healing? Should still be possible imo or is the rez distance to close ?
Dying in PvP is about like dying in a first person shooter. Senarios have a short countdown timer and world PvP you only get pushed back to your spawning point with no countdown.
The lack of a severe penalty for dying in PVP may turn off some people. I honestly believe Mythic will address it as some point as people will start to complain about mindless zergs.
