What? Am I doing this right?
Ok, So Im downloading
(DirectX End-User Runtimes (August 2008) [or something named like that]
So I follow the directions and it asks me where I want to place the extracted files. So I make a folder on the desktop and put them all in there. After I do this the dialog box closes. Is it done installing then? If I look at the files it extracted, its an assload on winrar archives with months and dates on it.
I thought I had to hit something else to get this to work, but im not sure. Am I done?

Your post is a little bit confusing . But I can tell you how to tell if you are up to date (dx 9) . Go to start menu click run then in the run like type dxdiag and it will ask you somthing about collecting cerftificates say yes. Then on the main page toward the bottom it will say direct x version .... then what version you are running.
