You can however choose the tortise server, its mostly EU.
I chose tortise a long time ago, now its almost completely EU, which means that fining a party is easy from like 4am-11am for me, a big reason why i got sick of the game, aside from the mindless grinding for little or no usefull drops.
Also i should add, that even with a top of the line rig in the US you still will lag in this game, its poorly coded like that.;
