While no game can be roleplay perfection ... simply because everyone has thier own idea of what roleplaying is and everyone does it to varying degrees.
I have found that Rubies of Eventide is a wonderful place to start. The community is a lot more mature than I've ever seen and there are many hardcore roleplayers ther. Just ask for Xentar, he is thier leader
It is so far the only game where I actually felt serious about RP because it is encouraged and the people are serious about it.

Well, what's the point in paying a monthly fee just to level up? If that's what you want, then go play Final Fantasy, it's good only has a one-time cost. It's helluva lot more fun to role-play than to power-level, and it's more than just saying Hail and Sir all of the time. The inexperienced role-player may think that it's just a matter of not saying that you're playing a game, but Role-Playing is acting! It''s creating a life inside the game (hell, if it's done well, then you could live in the MMORPG if it wasn't for your need to work to buy food and eat).

Everquest 2
UO was the best RP MMOG, until kiddies started playing it
There is still some loyal UO players who like RP, but most of UO population are 1337s
