Why the high elves

Why do the high elves not fight in RvR in their territory? It's always empty.

As a high elf swordmaster who exclusively fights in Empire lands, im not quite sure why, but I can say that I really like the Empire lands and zones far more than what ive seen elsewhere.
Because a wall of Sword Masters and White Lions facing off against a wall of Disciples and Witch Elves doesn't sound fun?
