You've given us your feedback and we've listened! Open RvR servers will now allow you to play one tier below your current level without turning into a chicken. This will allow you more time to experience the PvE content of the first 3 tiers, and it also adds more danger to the mix."

At least the chicken effect will still remain for levels beyond the single tier, but I still think that higher tier players will be able to destroy the typically level of players a tier below them. Basically the problems we saw from the first preview weekend, Tier 2 reknown gear in Tier 1 etc will rear it's head again.

Completely useless change and I'm very sad to see this is what they are going with after all the feedback given on the test boards. The entire problem with the chicken in open RvR rulesets is it limits the players from some of the games content. You still cannot go back and finish up all your tome unlocks, you still cannot do T1 or T2 lairs at all (the bosses are all R40). This change doesn't do anything at all to address the problems most people had with the ruleset.
Chicken needs to be removed completely or have it only happen if you attack someone from a lower tier, this change won't solve a thing.
I have a problem with the chicken debuff as well, for exactly those reasons. I am one of the people who like to revisit old areas for nostalgia, and to complete stuff I may have missed. Now why should I be turned into a chicken for revisiting my own lower tier area? What am I going to do? Kill my own factions players wtf?

In my opinion Mythic are so proud of their chicken idea they just can't let it go.
Open servers are a waste of time with the chicken rule.

What level 1s am I going to "pawn" in my own areas? Isn't core basically the PvE server ruleset for WAR? That only puts more emphasis on my question. WTF do they think we are going to do if it isn't wrapping up miscellaneous objectives?

you have it wrong...by doing this you can now enter 1 tier below you (tier 2s can go into tier 1) and rvr or run scenarios. Hence even if you get the scaling upwards in tier 1 (level 8 balancing), you character is still supremely higher.
And core is NOT pve. You can flag yourself for rvr anywhere, have nice and big rvr zones, and still raid the other side. its like swg's voluntary overt system. You see them attacking your town and you can choose to fight or not. BUT in the rvr "pools" or areas you are flagged rvr no matter what. Every tier has a large chunk of land dedicated to rvr...and by the time you hit tier 4....only 20% is pve.
The open servers are going to be a train werk. You are blind if you don't see it coming.

Thats still missing the point , 1 tier is still limiting on pve , say someone is lv 40 and just loves to get every tome unlock he can and explore anything they missed or just revisit area's they realy liked, i want to be able to go anywhere without being one shot couse ima chicken . They shouldnt throw the chicken thing out tho, i likes the idea of turning you into one if you attack a lower tier player still keep the 1 tier chicken rule but only if your attacking , we dont need t2's in t1 rvr , but we do need to be free to explore where we want when we want i likedthe idea of open rvr , but not like that , Core is looking great now >.
I had no idea that I could outlevel scenarios, I thought they were done in bracketed styles ala WoW. That is another check in the con category, and a biggie. Being able to go one tier below doesn't address any of my problems either, because I still can't go back and revisit the old stomping grounds and explore with a T3 or T4 character.
As for what core is, just an FYI, what you described is exactly the same ruleset for PvE servers in WoW. You could flag yourself, there are open PvP areas, and certain enemy zones or attacking a town guard automatically flagged you.

see i dont consider that pve. Having played very little wow, just didnt like it, i think of pve like lotro or eq2 (non pvp) servers. Where its pve 24/7
and sorry its not like wow. Other than BGs, is end game continents in wow 80% pvp? no. and you cant say it is...i got a ton of guildies who play wow and would tell you differently
The rulesets, which are what I was talking about, are exactly 100% the same according to what you just said.

the rules yes...but in practice and gameplay...no.
