apothecary - this is driving me craaaaazy!!

Allright, I do like to make me some potions, but! I can't sem to get this skill past 41. And yet, all stuff I collect in tier 2 requires at least level 50!!
Now, wardb suggests that a quartermaster Elsina Scherer (order) sells some level 40 mats. BUT WHERE IS HER?? Please someone tell meh. Her destro mirror (Elisia Bloodraven) sits in Viper pit , but I haven't found Elsina in the whole Altdorf!
Is it somehow related to RvR status?
Or is there other source?
Please advice 
On unrelated note: all weapon and armor mechants in Altdorf sell nothing atm. Is it a bug or feature?
