Shoulders...

So i've just hit level 11 on my bright wizard, im still in the first zone and i have been leveling through Scenarios alot. i've noticed that a few low level people in PvP have shoulder pads and most of the level 11s have shoulders... does anyone know where to get the first pair? is there a quest or just a drop?

I believe i got my first shoulder pieces from a PQ, but they can also drop normally.

 they are mostly from  drops at low lvls sometimes u can find them from a quest around lvl 10 and up
