If they didn't have cannons they would have to take out the whole boat aspect which would be a waste. Becuase what else could attack off a boat besides a catapult really?
Sometimes it's better to just accept it for the sake of a more fun and full game overall. I think they made the right choice.
Well, most probably they could have used boats like they were historically used prior to the cannon, for boarding other boats or delivering troops to a destination.
But if you want ship vs ship combat, have to have cannons of some sort to make it fun.
