I have a quest that says I should complete a town quest. Can I complete a town quest even if I don't have a guild that controls a town? Or should I be a part of a guild that controls a town. Also, is the town quest a one-time thing, or repeatable after a certain time or number of days?

I don't know whether you can or not do it if your guild doesn't own a town but you can repeat it as many times as you want. It simply asks you to kill some mobs... these change whenever you take a quest. =]
We have the same quest slappan... and guest what??? im lvl 43 and still my quest is not complete.. why??? the only reason is that my guild doesnt own a town... eventhough your guild is level 99 and how many manager's scroll you have still you cant access the town quest because of this reason YOUR GUILD DOESNT OWN A TOWN.... too bad for you and too bad for e.. too bad for all the guild who doesnt have a town...
But the bright side of this one is that we can use this as a motivation to get a town.. we will get motivated that we will pursue to own a town... and this will trigger us to train hard and level up harder...
