Where can I find the NPC for crafting rings? I havent reached that quest yet wherein I need to craft a ring so instead of waiting for it im thinking of fastforwarding to that quest in order to level up my ring crafting level while I do my noobie quests... by the time i level up my characters.. my ring crafting level would have also levelled up as well...

If you find the NPC you'll have to pay money. That's not good.
Just go to the Community Menu, then pick Artisian, then pick Rings. Pick anyone from the list of players who have Ring skill 11 or higher, they can teach you Ring level 1 for free (plus they get skill points for helping you!).
wow that tip really helps.. would you know the different skill levels and at waht levels can they teach it to low levels? also what is the disadvantage of learning crafting for free from players instead of payinf for it at npcs?
no disadvantage!
Ask to them each time you need to raise your skill ... it's for free
Well, actually it will benefit the artisan as well, as they help you they gain some points on crafting, so it will be ok to ask help from them. You can level up your crafting skills for free and no hassle at all.

Don't pay if you can wait on a skill since there are a ton of people that will teach skills for free.
Level 11 crafting skill is where you can start teaching and you can teach level 1 - 11; at 21 you can teach level 1-21 and it keeps going like that.
I currently teach armor and food. If I teach a level 1, I get 100 crafting xp points. If I teach someone level 8, I might get 500 crafting xp points. So it is in my interest to teach you for free and your interest to learn for free.
I think I have pretty much been taught level 1 in almost every skill although I would advise on focusing in on maybe two or three max. It will get extremely costly and time consuming to level up your crafting so make it (1) something "you" can use (2) or something that makes you a lot of money.
There is an armor quest you must get to level 3 for. There is a ring quest as well that you mention. THere are probably many more that I haven't gotten to yet. I also level up a crafting skill if I happen to grind on a monster or monsters that drop everything I need to make (say cannon balls) even though I will probably never level that skill up to a high level.
