Open RvR more successful in some areas than others

There have been a few people claiming open RvR isn't working because players are off doing Scenarios or whatever. I discovered that it's a good idea to move around. After playing on the Blighted Isle levelling up my SW I travelled to the Empire starting area. Within about twenty minutes of going there I had been involved in about five kills. It seems as though the contested areas are better placed than the ones in the Blighted Isle starting area. They're closer to each camp. There are people from both factions about all the time. This is on an open RvR server. I don't know if this is the case at higher levels, that some contested areas are more succesful than others?
