Let's say you have multiple units that can hit rows or columns. In that situation, do you target the enemies with low health, or maximize the number of hits you can do? I see killing off the injured unit as a maximizing of your defensive strategy - less enemies, less damage taken by your tanks and other units. On the flipside, hitting as many units as possible can maximize your offensive capabilities, because you're taking full advantage of the multiple unit hits by your mercenaries. Personally, I try to hit as many as possible first, only killing off injured units under 2 circumstances - either the enemy is a boss or important unit, or the enemy is very strong offensively, and I need to take down as much as possible in my turn.

For me, i think it depends on the situation.. on what is the compostion of mercs on his party and what is their formation... because some formation or some mercs doesn't need to concentrate with in a given situation.. like if you want to disable him kill his shaman or monk... but some players have shaman as their main character so some of the party contains two shaman.. if you want to kill two shamn in the party the possibility is you will fail... or another scenrio.. he has many artilleryman but less spear,archer or gunner.. you can take away all his nuker at first and you can live the shaman artillery and monk because in some instance artilleryman is not a good killer if he doesnt have a killer teammate on his side artileryman is useless...
like what repapips said, it basically depends on the situation, but generally i tend to favor the strategy of killing of the weakest links in the other party's line up.. the less enemies to hit you the better,., because sometimes what happens is that when enemies have low health they just tend to move at the back and keep sniping you from there because you were unable to finish him off while you still had the chance
I guess there is no wrong offensive strategy, as long as what you're doing works. Personally, I like maximizing unit damage, especially since it increases stun chance due to multiple unit hits. I will concentrate on injured units when I need to though, especially when I'm down a few mercenaries, and need to take out a particularly nasty unit quickly.

I also agree with that every strategy should be based not on a general aspect but rather on a cas-to-case basis.
Some would go with dwindling the numbers of those who hit rather than eliminating the strongest on the team. While some would say kill the strongest fiorst before the little midgets...
I think on this part, the balance of the party itself should be considered. It's only those who are the one behind th scenes who can really master the preferred tactic... it all depends on the strategy of the one in control...
But for me I'd also go with killing the midgets first bec. I also believe that the less people who can hit the better XD
Just to add some strategies in pvp... my new strategy is to take away first the artilleryman and the gunner in their party.. why?? they are easy to kill and they are the ones who caused you a headache during the battle.. kill the artillery or gunner as fast as possible.. before they began a rampage of stun that can make you immobilize in a couple of turns...
another helpful hint for gamers especially in dungeons, orbably as of now some people have realized this already but for all the new players in the game, you have to realize that all the enemies in the dungeon have a weakness..
some are susceptible to physial attacks while some have low magic defense.. case in point for example in angkor wat.. ogre kings are sucsceptible to phys atk while white ogres are aeasily killed with skills.. these offensive strategies are helpful especially in questing
In PVP, even if I have a character that can do multiple hits, I still aim on the character with the lowest HP. I still plan of going for the best defense, meaning the same thing as you said, less hits = less damage. Now for PVE, since the stats are not scaled, I can maxmize the capability of my 2 Shamans. Meaning I maximize the damage.
