Level 40 armor..

Before the recent patch, The Eternal Citadel (Inevitable city is rank 3) contained merchants who sold level 40 armor.. After the recent patch they no longer sell the armor.
Where can I find this armor now? Or is it a bug that those merchants suddenly stopped selling it?

Are you talking about the merchants standing inside on the far sides of the same room Tchar za... (however that is spelled) is standing? I were there yesterday at City Rank 4, and they weren't there.
