I''m having a problem where im not able to *apply* *ok* my settings, which i lag bad and im stuck on the High settings, does any one know how to fix this ?

Adjust settings at login/character screen. See if that helps.
you have to set the fullscreen resolution and windowed resolution before you can have settings. Personally I have to reset my resolution settings every time i play the game because the default doesn't work for my monitor.
