Gunner shots

My main character is a gunner. And sometimes, when I attack enemies, it shoots twice which gets more damage of course. But there are also times when my gunner only shoots once, especially at the start of every battle. Anyone can explain about this? I prefer having two shots, but do you know how to do that 'combo'?

attacking two times in one phase is possible but generally random.. you cant control it, the only advice i could give you is to make sure to not cram your attacks within the time limit alotted, cramming an attack just enough to make it fit within the phase window will limit your attack to only one hit
however given enough AP, assuming you have guarded consecutively in past turns, it is possible to attack twice although this answering a different question altogether
I am also wondering why sometimes archers, or shamans, and gunners attack once and sometimes twice. About the attacking twice in the same phase, I already done that but it was a fluke I may say. I tried guarding one of my mercenary and it pass its turn to the mercenary who just attacked an opponent.
Well, I believed that it just occur like that, as far as I know, you can really have such combos, but I do too is curious on how thus it occur. Coz sometimes, that kind of attacks are in need whenever the enemy is already dying.
