at 40 is rvr picking up?

As of now, im a lvl 27 warrior priest. There have been 3 times that ive truly LOVED the game.
1. day 2 after launch- The scenario servers went down, and T1 and T2 ORVR was a sea of players.
2 and 3. Avelorn, There have been 2 times in my mid 20's that the ORVR for keeps has been a sea of 30 vs 30 or so. Normally its very dead however.
The question is, at 40 in T4, has the focus shifted from scenario grinding to actually taking keeps and entire zones?
Or are they focusing on bastion stair and other pve things?
