It seems a lot of people who might like to try this game are put off by the fact that it would be very difficult or near impossible to catch up to existing players in EVE. I'm wondering if the devs have ever considered opening up a fresh start server where everyone would start off on equal ground, especially now that so many fixes and updates have been introduced since launch.

Short end a new server has been discussed at length multiple times. The end result is always the same, its not only not nessicary it will severly hurt the game. Eve really does not take that long to get into as is often portrayed by people that don't think outside the box

Fresh start, yes I am with you. This game needs a total revamp since they are taking away ghost training and introducing avatar's running around the space ternimals. They could actually bring this game full circle from launch! I never hated EVE but thought it lacked something(spaceship only). Yes the reason I quit over and over is it always felt like you where behind the learning curve! Older players always will not help you cause your newbie cause you only played for 2+ years! This game needs frebreez!
hate to tell you but ghost training was the stupidest thing ever and am glad its gone. The problem is that people are confusing not being able to train when your account expires, which was retarded to begin with, with the ability to train while off-line which is not going away. If you were ghost training you weren't playing to begin with and your needs are really not that important
ok, for one thing, ghost training only REALLY effects people alts, for two, there are acctualy some core skills that once learned will make you a very viable character in pvp. You dont need 4 years in game to compete with people that have 4 years in game, 3-6 months and your there. EVE is great, more time in game just means your good at more stuff, but in 6 months you can have a very good specialized character.
small edit: I f you were using your alts for anything you had them all active all the time anyway

I am confused by that reply? You are saying ghost training is still possible if your account is still active? Just inactive account's cannot ghost train?
Ghost training is when You set a long skill then unsubscribe your account. the skill used to continue to train to completion even if you could not log on because your account expires.
If your paying for your account you still train 24 hours a day regardless of whether or not your log on.

A) Never played EVE
Never understood what the heck was going on while he did play.
Regardless, the net result is a totally incorrect perception of EVE, the effects of training and the willingness of older players helping younger ones.
Best to disregard any opinions about a fresh start server as well, a useless proposal as always.

I still don't see that as a problem? This game is old, and if you want to play it you need to lvl faster just like other MMO's. This is the reason I agreed to OP solution. Start from ground up and reintroduce players. This game has improve graphics and content ! Why not start a fresh server? Like a beta,for a proven game!

Because it won't get rid of the advantages that experienced players have. Vets already know where all the good stuff is, they know how to control space, they know the quickest way to train up to specialized ships and those in an alliance will already have the built in organizational skills and teamwork that will allow them to dominate any new server in short order.
If anything opening new server would be hell for new players because they would be prime targets for the alliances who would be stuck in small ships training for the big ones again. Trust me you don't want Goonswarm v2.0 bored and slumming around lowsec because they own half the map and no one can take out their pos's cause there are no dread pilots yet.
You dont get born with all the skilss of a 40 year old in RL do you? Why should you expect that in Eve?
For me that's part of the appeal of the game....its hard and fairly unforgiving.
Besides it does not take that long to catch up anymore , just decide what you want to do and stick to it.Its a myth that you can't play Eve just because someone has more SP than you.
As minsc said eve grew up as an evolving server and sadly as CCP China found out a from start server doesn't work out because of the balance between High-SP characters and the rest of the player keeps the system in a flowing dynamic balance

I am not talking about player transfer, or any type of gankfest. I am simply saying new server new subs. Where if you bought the game at the retail store and installed, the game would be fresh like a new game just add the update's! This all I am saying, I just want a better EVE than launch and will wait till that happens. I am in know way bashing or flaming, I love sci-fi game's. A little more plz is what I asked!
I'm not talking about player transfer either. I'm talking about existing players starting a new character on the new server. They will dominate within a few weeks of the server starting up without a doubt. There's no real way to stop them from creating a character on that server and it WILL be a gankfest without a doubt.

No its a matter that if you start a new server I will still have all of my knowledge on the best setups and how to utilize each ship and skillpoint to the maximum potential. I will have all of my contacts with all of the same goals. You will still have none of that.
End result is what happened on the Serenity server in china. Vast preorganized players took control of the game from the start before anyone with out those connections could do anything to stop them. the end result is that the game died out over there. You really need high level players in this game to balance out all of the other things the game has or else everything goes to crap.
It's not about immature players/vets. The game is about conquest and territory control. By destroying all competition an organized group of players maintains their advantage and stifles opposition. Why would an alliance ignore a future potential threat and let it grow. In a new eve server you'd be looking at a knock-down drag out fight to get to and stay on top and claim and hold your space. It's not that they specifically go after new players, but if you don't squash that lone little ant now it may be a gigantic swarm coming for you next time. This would be especially prevalent on a new server where everyone's a little ant to start off with whereas on TQ the large alliances are generally content to just let the little ants go about their business.

A fresh start serv in eve would be one of the worst things that could happen to the game, it's made to be good with many many people on the same serv, and pliz dont start saying you cant do anything when your start, if your rly want to be leet at start, eve is one of the few games where you can buy accounts and gold legally.
Join a corp that does what your interested in, always train, dont fly what you cnat loose, dont go into 0.0 alone and you should be good.

A new universe would not really accomplish the goals that the OP is hoping for, and create more problems than its worth.
As mentioned, you open a new universe, many vets from the old one will immediately hop on it, and while other new players might keep up with them in SP (doubtful) they won't have the experience and networks the vets have and in 3-6 months they vets will once again dominate space.
Sure, maybe the new server would see the rise of a few new powers, but this would be of limited benefit. Heck, you might actually see an alliance like BOB or Goonswarm be a major factor on both.
Ultimately, it would divide the player base and each universe would have far fewer players than the current one does now, and you might not realize how important the new players coming into the game are to the games economy.
Most of the modules that I farm when I mission run are sold to new players, w/o them entering the game, I'd have to jump over to the other universe which would kill the current one.
As we all know, MMO's thrive on a busy, crowded game world, so splitting it up cannot be considered a good idea unless such a change would more than double the player base, and I really don't see that happening.
If you don't play the game you really can't understand how important every player is to the overall flow of the game. My own corp is operated by a couple of 4 year vets (75M SP +) yet our corp is 85% players with less than 2 years experience. Their organization and resources, coupled with the enthusiasm of the new players makes our corp/alliance a fun place to be and an actual factor in the EVE universe that people respect and sometimes fear. (judging from all the wardecs we keep getting thrown on us)
Other downsides, development resources are finite. I'd rather see CCP focus all their efforts at improving the existing universe for the current players (like the Tech 3 announcement today) and add features like ambulation to try and draw in the players that just can't play EVE w/o an avatar they can manipulate.

YOu need to understand something first. You are not asking for better, you are asking for what you want. Two different things.
Adding more servers would kill the unique thing this game has. Seems obvious to me.
