hi can someone tell if I have all buffs on my armor only, is that good for me ? And if I have resistances
on my weapons does that effect enemies only ?

Perhaps should post this in the TR forums?
I was wondering if when your resistances are lowered on armor is this only on you or your enimies
too. If I put them on weapons does that only do damage to my targets.?
I did but they told me to put it in general disscussion. Is anyone listening ?

Well first thing first I think we would have to know what game you are playing because this is the general forum for all MMOs so depending on the game it will work differently. Then maybe give an expample of some of the equipment you have but again I would do this on the forum for the MMO you are playing that would be the quickest and easiest way to find the information you're looking for.
